Our Board of Directors
United Asiapac Energy Berhad is governed by eight directors with backgrounds spanning the Malaysian military, federal civil service, international oil and gas, banking, trade, and public accounting. The Board is chaired by an Independent Non-Executive Director.
Major General (B) Dato' Mamat Ariffin Bin Abdullah

Major General (B) Dato' Mamat Ariffin Bin Abdullah was appointed to our Board on 24 November 2025.
He served 37 years in the Malaysian Army, rising through the ranks from Lieutenant to Commanding General, with progressive responsibility across training, logistics, procurement, operations, and strategic planning. As Commanding General of the Army Logistics Command, he oversaw the planning, procurement, and maintenance support systems for the Army's strategic assets, and earlier advised the Chief of Army on logistics and operational strategy as Brigadier General. He retired from the Army in 2005.
Following his military career, he moved into board and institutional leadership roles, previously serving as an Independent Non-Executive Director of Affin Fund Asset Management Berhad, and later as Independent Non-Executive Chairman of Waja Konsortium Berhad, a position he continues to hold. He also held distinguished appointments at Istana Negara, serving as Grand Chamberlain and subsequently as Ketua Istiadat Kelantan, retiring from the latter in 2025.
He holds a Diploma in Strategic Studies from the Armed Forces Defence College, Kuala Lumpur, and a Master of Science in Training and Human Resources from Leicester University, United Kingdom. He also completed a Management Development Programme at Wolfson College, University of Cambridge.
Ahmad Fadzuli Bin Ali
Executive MBA, Universiti Teknologi MARA (UiTM)
Ahmad Fadzuli Bin Ali was appointed to our Board on 10 October 2024. He brings over two decades of experience in procurement, contract management, and supply chain leadership across the construction materials and oil and gas industries.
He began his career in sales and business development roles at Marinemine Shipping Sdn Bhd and Panah Jaya Services Sdn Bhd, before moving into procurement at 1st Silicon (Malaysia) Sdn Bhd. He then joined Cahya Mata Sarawak Berhad in 2002, rising to Group Head of Contract and Procurement, where he oversaw the Group's procurement operations, tender processes, and contract management policies.
He subsequently built extensive expertise in the oil and gas sector over more than a decade with Shell, holding progressively senior contract and supply chain positions at Sarawak Shell Berhad, Brunei Shell Petroleum, and Shell Malaysia. His roles spanned contracting strategy, supplier evaluation, and cross-border supply chain integration, including an international posting in Brunei and leading the contracts and sourcing team for the Rosmari and Marjoram Deepwater project.
He joined the Board of Asiapac in 2022 and was appointed Executive Chairman in 2023, guiding the Group's strategic direction and growth plans. He was redesignated Executive Chairman and Chief Executive Officer in 2024, before assuming his current role as Managing Director later that year, where he is responsible for the strategic planning of the Group's corporate direction, developing growth strategies, and overseeing daily operations.
He holds a Bachelor of Arts from Lewis University, United States of America, and an Executive Master in Business Administration from Universiti Teknologi MARA (UiTM).
Datuk Mat Noor Bin Nawi

Datuk Mat Noor Bin Nawi was appointed to our Board on 10 October 2024. He brings over three decades of experience in national economic policy, public administration, and governance, having held senior positions across the Malaysian civil service. His career progressed through the Economic Planning Unit in the Prime Minister's Department, where he led policy planning across industry, human resource and education, poverty alleviation, and national development, culminating in his role as Deputy Director General. He later served at the Ministry of Finance as Deputy Secretary General overseeing investment, statutory body management, public asset management, economics, tax, and budget matters. He was appointed to the board of Bank Rakyat as a representative of the Ministry of Finance and subsequently appointed as the Chairman of Bank Rakyat in April 2014, a position he held until his retirement from civil service in June 2015.
Since then, he has built an extensive track record in board leadership across public and listed entities, with appointments spanning banking, investment, industrial, and technology sectors, including roles as Chairman of the Export-Import Bank of Malaysia and directorships at Bank Rakyat, One Glove Group Berhad, Permodalan Kelantan Berhad, Cuscapi Berhad, and PDX.com Sdn Bhd.
He joined the Board of Asiapac in 2021, initially guiding management on internal policies, operations, and human resources, before being redesignated Non-Executive Chairman in 2024 and subsequently Executive Director in 2025. He is responsible for the oversight of governance and compliance, ensuring the Group operates in a well-governed manner in adherence to legal requirements, internal policies, and best practices. He presently also serves as Independent Non-Executive Director of Excel Force MSC Berhad.
He holds a Bachelor of Science in Resource Economics from Universiti Pertanian Malaysia (now known as Universiti Putra Malaysia) and a Master of Science in Policy Economics from the University of Illinois, United States of America.
Ng Her Yinn
Ng Her Yinn was appointed to our Board on 24 November 2025. She brings nearly two decades of experience in strategic planning, business transformation, and financial product management across banking and fund management. Her career began in engineering before pivoting into banking, where she held progressively senior strategy roles at leading banks in Malaysia, leading regional transformation programmes, product development, and strategic initiatives across SME and business banking segments.
She went on to broaden her expertise across financial services, holding senior product leadership positions at Standard Chartered Bank Berhad and co-founding Cremorne Capital Fund Management Limited in Labuan, where she managed investment portfolios and remains a shareholder and Non-Executive Director.
She joined Asiapac Holdings in 2024 as Head of Corporate Development, before being appointed Chief Corporate Officer of Asiapac in March 2025, a position she continues to hold. She is responsible for supporting the Managing Director in strategy development and setting the Group's overall direction, and for overseeing the implementation of business strategies that position the Group for stability and growth in line with its future direction.
She holds a Bachelor of Science in Electrical Engineering from the University of Manitoba, Canada.
Zaleha Binti Che Mustapha
Zaleha Binti Che Mustapha was appointed to our Board on 24 November 2025. She brings over three decades of diversified experience spanning banking operations, credit risk management, and human capital transformation. Her career began in corporate and SME banking before moving into senior credit risk roles, where she shaped credit policy and risk frameworks, and led Islamic banking set-ups and Syariah compliance initiatives across multiple countries.
She went on to lead major transformation agendas, including group-wide IT and business transformation roadmaps, stakeholder engagement strategies, and customer experience overhauls, providing oversight of strategic direction and change management at an institutional level. This grounding in strategy and governance extended into human capital, where she directed policy formulation, organisational design, and cost governance frameworks across several leading institutions.
Her career culminated in senior human resources leadership roles, and in October 2025 she was appointed Chief People Officer of United Asiapac Energy, a position she holds to date. She began her career with PwC United Kingdom and has since held senior roles at several regional and international financial institutions.
She holds a Bachelor of Arts (Honours) in Financial Economics from University of Newcastle Upon Tyne, United Kingdom.
Datuk Aureen Jean Nonis

Datuk Aureen Jean Nonis was appointed to our Board on 24 November 2025. She brings over three decades of experience in public sector policy, international trade promotion, and strategic planning. Her career began at the Ministry of Finance Malaysia, where she developed and reviewed tax incentives for the manufacturing and services industries, before moving into international trade with the Malaysia External Trade Development Corporation (MATRADE) in 2000.
At MATRADE, she held progressively senior roles, including Trade Commissioner in Paris, where she oversaw export promotion across France, Spain, Portugal, and North Africa, and later Senior Director of Strategic Planning, where she shaped the organisation's national strategic direction. In this capacity, she played a key role in developing and monitoring the National Trade Blueprint of Malaysia (2021-2025) and MATRADE's Business Strategy Plan, while overseeing trade performance monitoring, market intelligence dissemination, and corporate communications. She retired from MATRADE in 2022.
Since June 2023, she has served as Independent Non-Executive Director of NexG Bina Berhad (formerly known as Classita Holdings Berhad), a position she continues to hold to date.
She holds a Bachelor of Business Administration from Universiti Kebangsaan Malaysia, a Diploma in Public Administration from the National Institute of Public Administration (INTAN), and a Master of Business Administration from the University of Birmingham, United Kingdom.
Datuk Dr. Yacob Bin Mustafa

Datuk Dr. Yacob Bin Mustafa was appointed to our Board on 24 November 2025. He brings over three decades of experience in public sector accounting, financial management, and government financial reporting, having risen through the Accountant General's Department of Malaysia to become Accountant General in 2019, a position he held until 2023. In this capacity, he oversaw Malaysia's financial management systems and policies, having earlier led central accounting operations and the preparation of the Federal Government's Financial Statements as Director and Deputy Accountant General.
Alongside his civil service career, he has held numerous audit and governance appointments in government-linked bodies, including Chairman of the Audit and Risk Committee of LPPSA, Chairman of the Audit Committee of IRBM, and member of the Audit Committee of KWAP, as well as ongoing roles with PIDM, MAIWP, and the Razak School of Government since 2019.
He currently serves as Independent Non-Executive Deputy Chairman of AIMAX Berhad, having been redesignated from Chairman in 2025, and as Independent Non-Executive Director of Avillion Berhad since January 2026.
He holds a Bachelor of Accounting from the University of Malaya, a Master of Business Administration and PhD in Economics from Universiti Kebangsaan Malaysia, and is a Chartered Accountant with the Malaysian Institute of Accountants and a Fellow Certified Practising Accountant with CPA Australia.
Dato' Stephen Cheah Kim Seng
Dato' Stephen Cheah Kim Seng was appointed to our Board on 24 November 2025. He brings nearly four decades of experience in business development, marketing, and entrepreneurial leadership across manufacturing, technology, and international trade sectors. His career began in engineering consulting and marketing in Hong Kong, before he progressed into senior management with Hume Cement Industries Berhad, a member of the Hong Leong Group, where he oversaw country operations for cement and concrete products in Myanmar, and later served as Chief Operating Officer of Myetutor.com Sdn Bhd, a subsidiary of MOL Group.
In 2004, he founded GEN Thailand Co Ltd, a global organisation fostering entrepreneurial ecosystems and startups worldwide, where he has served as Chairman since inception. He has also advised Berli Jucker Public Company, a member of the TCC Group, on strategic initiatives across its portfolio companies since 2015, a role he continues to hold.
He is actively involved in international advocacy and thought leadership, holding roles with the Diplomatic Council's think tank on Innovation, Sustainability, Entrepreneurship, and Education, United Nations Special Consultative Status since 2021, and the UNESCO Entrepreneurship Education Network for Asia Pacific since 2024.
He holds a Bachelor of Arts in Computing in Business from the University of Huddersfield, United Kingdom.
